Yes, here is the guide of Panopreter Basic.

Voices which are compatible with Microsoft SAPI 5 (Speech Application Program Interface) or later can work with Panopreter Basic. However, the software can not recognize and read with the outdated Microsoft SAPI 4 compliant voices.

On Windows 7, Microsoft Anna (US female) is the default and only English voice. For those who are using Windows 8/8.1/10/11 computers, you will get Microsoft speech synthesis voices in English US, English UK, English India, German, French, Italian, Spanish, Portuguese, Russian, Polish, Japanese, Korean, Chinese and more, by installing the corresponding language packs. Windows users can also install third party voices that are Microsoft SAPI 5 compliant.

This error may be caused by User Account Control (UAC). UAC prevents the changes from being saved on the computer. You could try to disable UAC and retry, but before you do so, please refer to: http://windows.microsoft.com/en-us/windows/turn-user-account-control-on-off#1TC=windows-7
